A Funny Thing Happened on the Way to the Budget

This didn't make the news, but was funny in a R-U-Kidding-Me kind of way.
.
The other day, just before Congress went on vacation (from doing what exactly?, but I digress), the House Republicans couldn't pass the Transportation and Housing and Urban Development funding (descriptively called THUD).  Now this is funny.  The Senate couldn't pass theirs either, but that was due to a filibuster.
.

In the House, it was due to the fact that the THUD budget was written to match the yearly budget already passed in the House, the so called "Ryan Budget".  The Ryan Budget passed the House of Representatives with lockstep Republican support.  So what happened to THUD, which adhered to the guidelines 100%?
.
Turns out the Ryan Budget in abstract was fine, but in actuality the cuts freaked out all the Republicans.
.
You may say, honestly, aren't the Senate and House suppose to meet out to hammer out differences in the proposed laws (just like School House Rock's "I'm Just A Bill")?  Well, yes they are. But the House Republicans won't approve that because they are afraid that, in conference, some give and take might happen.  And they only like their budget.  Until you get to specifics, then they don't even like that.
.
The United States House of Representatives has become a parody of itself.
