In Newspeak, 60% is "all"

So, once again I came across this phrase -which drives me bat-shit crazy. "By September 1, all U.S. combat forces are scheduled to leave Iraq, with 50,000 troops staying behind in an advisory role."
.
Ok, OK, OKAY
.
We invaded and held the country for 4 years, until a "temporary" surge, with 120,000 troops. If you remove "all U.S. combat forces" - that means leaving something close to zero (and say up to 1,200). If you leave 41.67% of the troops then ALL COMBAT FORCES ARE NOT LEAVING.
.
As for the "advisory" role, one can only assume that all newspeak from the Vietnam Era is well and truly forgotten.
