Why Budget when the Feds will pay?

How does Texas keep its taxes so low, and still balance the budget.

Well, this year they allocated $117.7 million dollars fire fighting for the 2010 / 2011 seasons.  They are presently $61 million dollars over that and now bitching the Feds won't help them.
.
For the next cycle (2012 /2013) they have CUT $37 million from the fire fighting budget.  As the state burns.
