Because the Ogallala Aquifer is running out of water, particularly in the southern part of the plains. And rains are more infrequent and random.

In case you have never heard of it, the Ogallala Aquifer is a massive underground system of groundwater, first manifest during glacial times although recharged in a small degree by seepage.

With better farming, and automation, the plains of the United States have started producing food like crazy, and much of this has occurred thanks to irrigation. In the mid-west and plains, most of the irrigation comes from ground water suppliers, in particular the Ogallala Aquifer. (For those of you NOT from the American West, most of our irrigation water comes from snowmelt in distant mountains.)

With climate change the rainfall is less reliable. And the Ogallala is being depleted even faster. Forcing seepage isn't all that possible in the midwest so water will have to be brought in. But brought in from where?

Well, Canada has a ton of water. In fact, Canada has more water than just about any other contry (except Brazil and Russia). Piping that water and selling it to the United States would make a lot of sense for everyone involved. Water means more and cheaper food. Not cheaper than today (someone has to pay for that water), but cheaper than un irrigated fields.

Climate Change is going to make Water a massively valuable commodity. Not just in cute little bottles, but in everyday use. Creating the infrastructure now makes sense.
