Confusing Directions

Last time I was in LA I saw this sign for the LA Times Newspaper machine.
.
I thought the directions were a bit confusing...

"USE ANY COIN COMBINATION" "DO NOT USE PENNIES"
.
Makes perfect sense.  Until you get to the coin slot were it says, "QUARTERS ONLY".
.
So you can use any coin combination - as long as it is quarters...
