Well, it turns out there is a reason to this. A stupid reason!! - but a reason none the less.

It turns out these are the county names of the boroughs (which are coextensive). But what kind of city extends past a county - come on! (Although San Francisco City and County are coextensive).

Whatever - it's a stupid map.

Now, I may not be in this city the longest, but I think it the burroughs are Bronx, Queens, Manhattan, Brooklyn and Staten Island, NOT Bronx, Queens, New York, Kings and Richmond.
