And The Answer is... Stupid

More than once I have wondered if Rick Perry is a Liar or Stupid.  His latest plan to overhaul Washington lines right up with Stupid, not Liar.

In a "speech" to the Tea Party that appears to be a more a rambling, incoherent set of pandering ideas designed to give cranky old Iowans a chubby, Rick Perry lines up a lot of changes that he would implement - that he is unable to act upon.
.
There are "suggestions" like cutting Congresses pay in half - which he has no control over.
.
Then there are changes "he would implement" that are un-constitutional.  Not that this bugged the Tea Party members he spoke to.  Their deference to the Constitution ends when it suits them.
.
He would "end lifetime appointments for Federal judges".  Although this is what the Constitution calls for.
.
He would "require a 2/3 vote for any tax increase" - which is unconstitutional again, but possible.  He could veto any tax increase - and it would take a 2/3 majority to overwrite it.  Of course, Barack Obama hasn't implemented ANY tax increases, but - you know- the truth is an inconvenience.
.
And he would halt any federal regulations - all those Chinese manufactures that use toxic chemicals in toys and foods - hooray!

Perhaps he is confused and thinks he is running for Grand Poobah instead of President.

So, to me, asked and answered.  Stupid.
