Who would have predicted this? (hint - everyone)

I had never heard of Shaoyang, China.  It is one of the many many giant cities in China that we don't hear about.  Shaoyang has a population of about 7.6 million people.

And they have some real quality of life problems like many big cities world-wide; too much air pollution, to many cars, rude drivers, illegal shops, etc.  AND, Shaoyang doesn't have the funds to keep up with needed infrastructure changes.

But Shaoyang devised a simple solution.

The deputized thousands of "Neighborhood Watch Committees" (quoting from the article, "the omnipresent retired army of people" who used to check for 1 child families and distribute Party Policy) to write tickets for traffic and commercial misdemeanors.  AND, the ticket writer gets 80% of the fine.

What happened?  They have gone crazy.  Apparently at stop signs they descend on motorcycles and cars.  No helmet - 100 Yuan.  Not caring your license 600 Yuan.  No insurance 1000 Yuan.  Motorcycles now have to dodge retired people with their ticket books and red arm bands.

Who would have guessed?  Cranky old people who get to scold AND make money.  Hell, where do I sign up?
