It's hard to claim this is needed, unless you are trying to deny people the right to vote

As soon as the Supreme Court overturned the Voting Rights Act, multiple states made an unseemly beeline to the disenfranchisement race.

Supreme Court Justice Antonin Scalia said Monday that the Voting Rights Act is an "embedded" form of "racial preferment," according to a report in The Wall Street Journal.

In the race to overturn access to the voting both, and reducing the ability of students, elderly and poorer voters, hopefully we have ended the "racial preferment".  North Carolina today limited voting hours, registration and disallowed University Picture IDs from be used as voting identification.  Reduced early voting that allowed elderly and working poor to get to the polling places in order to vote.

Thank goodness we don't see any systemic problems any more.
